Was Matt Damon's character in the CIA or did he just get lucky by switching cars before the bomb hit the Emir's car?

He was working for an investment bank I think.
He was advising the Saudi sheik, I think.
I think it was out of luck mostlyz
I enjoyed that movie.

Luck. Fantastic movie really shows how deep the Middle East problems are and how intertwined the US is in keeping the region unstable so they can exploit it.

Lucky. The only one there that knew the hit was coming was Clooney's character.

Spoiler:
Not likely. He worked for the investment firm. The CIA angle was all Bob/Clooney. One of the themes from the book it's based is the CIA's demphasis of human intelligence for drones and satellite (Bob Baer felt this was a major reason for intelligence failures). It's only a subtle theme in the movie, but the scene where they take out the Sheiks SUV with the drone and Bob has gone rogue touches on the this angle. Though Damon's character is not in the book, I think it's safe to infer the movie character isn't an agent. Plus he is never portrayed as working with the agency.
Baer's memoir is worth a read if you enjoyed the film. See No Evil.

It may be the true-to-feel movie about the CIA ever. Great movie (all of Baer's books are enjoyable).

Honestly, every time I see a swimming pool at night with lights, I think about this movie.
