The real problem is when a government begins to force free enterprise to serve people they don't wish to serve whether it is geographically or based off anything else. Let the market decide who should stay in business. But I am sure you do not agree with free market capitalism.

It's not racist but it happens to effect a sub population that largely consists on one race.
Now if they were denying services to central city, holly grove, parts of Algiers and mid city, etc then maybe one could bring that up accusation. But no it's not racist but it does discriminate against that area, and understandably so do to their employee deaths as of late. but I don't think it's fair to cast off an whole area because of one awful and tragic situation.
Maybe I could be wrong. Maybe several drivers have had problems in that area

this is a pretty standard practice in all business
just like in the Oil and Gas industry if someone cuts their thumb in Brazil, the entire company has to shut down for a Safety Stand Down meeting and everyone has to wear cut resistant gloves anytime they walk outside
because of a few idiots, the rest have to pay
