I think the rule is they can only force you if you've missed the playoffs in 3 consecutive years

I think it's 2 consecutive seasons of no playoffs and if no other team is willing to do it.

The league still will ask for volunteers. If one is not forthcoming, a team will be appointed. All organizations will be eligible with the exception of those that have a first-year head coach; teams that have made the playoffs in at least one of the last two seasons; and teams that have participated in the previous 10 seasons.

My dream would be for the NFL to force the Saints to do Hard Knocks; and Payton, Loomis, and the players launch into a profanity laced tirade about how big a POS Roger Goodell is throughout all the episodes.
