Two issues here. First as said he wasn't tendered and if he was tendered at the original round level it would have been $1.5m. Second is that since he was an UDFA we would have received nothing back anyway (we could have matched like we did with Bush last year).
There was also the option of tendering him at the 1st or 2nd round level but those would have been even more costly and no one would have overpaid for him at those prices.
This was the same issue with Walker. We gambled that we could bring him back at minimum instead of $1.5m but the Lions jumped at him and he wanted a chance to start.

We had three (Walker, Cadet, and Harris) and only Walker was worth tendering (but we didn't because we were trying to get him back cheaper).
