Paying income taxes on state tax credit???

I know I have to pay federal taxes on my state solar tax credit (1099g), but for some reason the tax software is saying I pay more state taxes when I input the refund info from the 1099g.
Do I have to pay state income taxes the following year on the refund from my state solar credit?

Yes. I don't think you have to pay federal taxes on the credit, just state. I could be wrong, but that's what I was told.
