"Free-range" parents found guilty of "unsubstantiated child neglect"

SILVER SPRING, Md. - The decision is in for a Silver Spring, Md. mom and dad whose parenting practices made national news after their children were picked up by police while walking alone last year. Danielle and Alex Meitiv are free-range parents, but Child Protective Services says they are guilty of "unsubstantiated child neglect."
The Meitivs say they're responsible parents who are teaching their children self-reliance and responsibility. They say the investigation infringes on their parental rights and invades their privacy.
Authorities began investigating the Meitivs after their 10-year-old son Rafi and 6-year-old daughter Dvora were picked up on December 20 while walking by themselves to a park in downtown Silver Spring.
In an email, Danielle Meitiv told FOX 5 she and her husband received notice of the Maryland Child Protective Services' findings in their case last week. After consulting with their lawyers, Meitiv says the official text of the notice says "the department has found you responsible for unsubstantiated child neglect."
"We are shocked and outraged that we have been deemed negligent for granting our children the simple freedom to play outdoors," Meitiv wrote. "We fully intend to appeal. We also have no intention of changing our parenting approach. (My kids are playing outside unsupervised right now, as a matter of fact). We do worry, however, what will happen to them and us if CPS gets another call about them."
The Meitivs met with authorities in late January to make their case for free-range parenting, which they say builds independence. At that time, the Meitivs said the county was applying a law that says you can't leave a young child alone in a car or a building. Child Protective Services has previously declined to comment on the case.
“To them, that law can be stretched to be anywhere -- playground, walking home from school,” said Danielle Meitiv back in January. “And to us, that's apples and oranges.”

While I disagree with their approach to parenting, I don't see how the parents broke the law in question.

While I'm sure these parents are granola-heads, I agree with them. The damned do-gooder government types won't be satisfied until they've taken every freedom away from us.

Rafi and Devora Meitiv are the kids' names. They didn't stand a chance anwyays.

If this is a crime then every parent I knew when I was growing up would have been arrested. I used to ride my bike 6 miles to a beach with my buddies when I was 8.

I agree with some of their points. When I was a kid (90s/2000s) I always had outlined rules on what I could do and where I could go but otherwise left unattended.
Especially with most 10 year olds having cell phones, I don't see what is wrong with this.

Good question, how can you be "GUILTY" if the charge is "UNSUBSTANTIATED"? Also, do CPS not have to demonstrate some harm occurred to the children?

I'm guessing that this is a misunderstanding created by a poorly constructed form letter.
An unsubstantiated CPS allegation means that the agency did not find evidence to substantiate the complaint. This is opposed to a substantiated complaint which means there is reason for CPS to further investigate/take action.
In any case the parents will receive a letter telling them the outcome of the investigation. In this case I think someone either pulled up the wrong template which says you have been found responsible for or they just have poorly written letters.
If there was more to it the parents wouldn't just be getting a letter they would be having another meeting.
