I believe that since it is coming from the middle of the deepest crater that it is being pushed up from the core/ underground and this was the first surface area it go to

So there's ice under the surface which is occasionally melted by tidal heating depending on its proximity to the sun. When the ice melts, it decreases in volume and the rock around it fills in the gaps. When the water cools down and freezes again, it expands but now there is nowhere to expand to so it bursts through the surface like a frozen volcano.
