It doesn't seem as slow as normal throttling, but it is not regular 4G

I got throttled severely last month. I could barely watch videos.

I usually judge by gif images loading speed.

They are painfully slow when throttled. About halfway through the month and at 11GB.

Yea,I was in the gif thread and they came up quick. Videos don't buffer either.

I've never been throttled, and I average about 10GB per month.

I was recently told by a rep that they only throttle the top 5% of AT&T data users

I use about 11-12 gigs per month and I get throttled every month. So,that sounds like bullshite.

Unless their throttling runs video just as well as their regular service, yes. But I'm probably just making it up for some unknown reason.

If you are paying for the GB's you won't get throttled.

Anyone on unlimited is throttled at 5GB.

I guess special arrangements could have been made with some users, but that would be case by case I assume.

Grandfathered unlimited plan since 2008 or so. Never throttled once.
