Small Market Radio Stations

If you have the wherewithal to produce and manage content for a Small Market Radio Station, what are the necessary demographics to launching it? Or is it simply exercise in futility and a recipe for disaster? I understand that competition from established stations and selling advertising are key factors.
Are web-only radio stations worth checking in to?
