You wan to fix all of this, you make the private schools play by the same rules. If they are unwilling to go to whatever lengths necessary to prove they are doing it honestly then they are kicked out. Whatever rules apply to public schools apply equally to the privates.
If don't think publics aren't doing this. Hell, the best recruiting schools in basketball are Scotlandville and Landry-Walker.

We have had different experiences. then.
In mine, the academic standards are stringent and are not compromised for an athlete. The schools I have been around do have some moderate success because of parental support and work "ethic". I put ethic in quotes because it is more than just ethic in that most kids have reliable families that will ensure they show up,etc.
But as far as plain old athletes, the publics are generally far superior.
