Hawaii requires uniformed police officers to do traffic control at road work sites. That's a waste of tax dollars.

Saying "under the table" is basically saying it was illegal. If it was illegal, report it.
If it wasn't illegal then I don't get how or why it was "under the table."

I have a friend who is basically a borderline retard. Got a job doing pipe fitting or something on turnarounds, despite having 0 experience, and says he basically does nothing but stand around all way....and gets paid well to do it. Well meaning more than he'd make doing anything else because as I said, he's an idiot. Amazes me.

Not saying this is what is happening here but it's possible one is a contract crew, being on site visited by a permanent floating inspection/routing crew. It's what some do with out of area crews or full contract crews.
