What exactly is a concept album?
I'm not going to say try to say anything about best ever.
Joe's Garage. It's a rock opera in three acts that is a satire on the rock music industry. That's a concept album, right?
How about Ziggy Stardust and the Spiders from Mars. This is probably in large part what Joe's garage is satiring.

I thought Village Green Preservation Society was a lot better than Arthur.
Also, maybe Give the Peopl What they want might be able to be considered a "concept album." It had a series of social problem songs from a number of different subjects then capped off the album with Better Things as if to say that it's all going to be better despite the subject matter of most of the album.

Is Sgt Pepper considered a concept album? If so, then that. I also love The Wall and Animals by Pink Floyd.
