Buy New
Spend what you are comfortable spending
They make very good enough bows in most reasonable price ranges

all of these guys gave great suggestions on used bows i personally own a bowtech but would happily shoot mathews, bowtech, elite, prime, or any of the PSEs that arent built to go a trillion fps. If people ask what bow to buy starting out i always suggest a mathews switchback because everybody i have suggested that to has gotten the bow ready to hunt for around or less than $400. Its smooth, shootable, relatively cheap and will sling an arrow fast enough to kill anything youre allowed to hunt with a bow. My only other suggestion is to learn how to work on your bow. itll save you a lot of hassle in the long run and youll probably have a sweeter shooting bow. good luck

My experience has been that the brand matters a whole lot less than making sure the bow fits you. Go to your local archery shop and shoot everything they have until you find "the one" when you do you will know it.
Personally I shoot a Matthews Switchback XT and have had the opportunity to trade it in twice but couldn't find a bow I liked better. I will say the new Bear bows are pretty nice. I haven't shot the Arena but the new model last year was smooth and fast (anarchy I think was the name)

Thanks to everyone, great information! I'll start researching this weekend. I have a couple friends who learned to bow hunt and they are HOOKED on it much more than firearms now.
