I could see UCF, SMU, and Fresno St in that order.
UCF because of talent and either UCF or USF could take over the U with the right leadership in a talent rich state.
SMU in an athlete producing state, large metro area, and only TCU to share it with. They seem somewhat willing to spend the money, but they need to get their shot together as an athletic dept
Fresno is also in a good position
Houston has some advantages, but is in a bad area that is very transient and aTm and UTx rule the town.

If USF built an on-campus stadium similar to UCF they would be in a better situation. UCF seems to have everything in place to make the jump and a ton of potential.

Houston's got a brand new football stadium, in downtown. Fertile recruiting grounds. History in all three major sports. Usually competitive in all three sports. I really do think they'd be a great addition to the Big12 of you're looking at all around plus academics.

On top of all that I really like UofH's coaches:
Tom Herman: Look at what he did with OSU's offense under Meyer.
Kelvin Sampson: Great track record, improper texts or not.
Todd Whitting: Beat LSU in the regional last year in his 4th year. Coached under Schlossnagle at TCU.
All those guys have local talent and upgraded or soon to be upgraded facilities to work with.

SMU and Boise State don't have baseball teams. They are eliminated from discussion. They would have been anchored towards the bottom of my list regardless.

If UTx will allow it, I think UH would be great in the Big 12. Same with SMU
It really is a very nice stadium, but until the area around UH gentrifies, it will be a disadvantage. It is between two nice areas (south downtown) and TMC/Rice but it is in that shitty area in between. I look for it to start turning around in the next few years. Just need a developer to come in and start renovating.

For baseball and basketball I think UH and Fresno are clearly above USF and UCF. Football is tougher, there's no denying UCF's potential there.

I don't think it makes much of a difference. USC is in a shitty part of Los Angeles. LSU is a stone's throw away from the ghetto. And yet both rack up top tier recruits even when they're down.

UofH has been to 5 Final Fours, the CWS, and several Cotton Bowls (and has a Heisman winner).
A top 5 finish in CFB, a runner up in baseball, and a runner up in basketball a couple times.

UCF seems pretty close to being ready, no? Solid football team who has proved(I think..?) that they aren't the product of a few lucky hires or players. Competitive baseball team who can recruit and attract solid coaches. Getting rid of Cozart was a huge mistake IMO. Not sure about their basketball team. How does making the jump to P5 help recruiting and stuff? I could certainly see UCF being very good in all 3. And they seem to be a school who is willing to put in work to be good and shite.

i am biased, but i think UofH could compete at all 3 sports, and would be a fine addition to the big12(of 10) conference. as houston keeps getting bigger, it further strengthens the pool of talent that falls through the cracks of the big time programs, as well as an option for local kids who want to stay closer to home.
