I wouldn't vote for bauer because he would get down on the ground, call someone, whisper loudly for a little while, and then I may be dead by the time he decides to start being a bad arse
For a hostage situation, it would be bauer
for this particular one, it's holliday...he would relish the opportunity to kill someone and he's the deadliest pistoleer of the 3...Callahan would also relish an opportunity to be a vigilante, but he may or may not be feeling like abiding by the law so I will defer to doc.

in terms of pure skill, yes, but I don't want to chance that I'm going to be killed while jack talks to chloe while assessing the situation.

Holliday. He would give -273 fricks about gunning down some wretch, especially if he's an educated man. You never know when Dirty Harry wants to go by the books or not and Bauer just seems like too much of a tactician for a quick draw situation.
