Most reprehensible character in The Wire

Despite a number of good choices like corrupt politicians, heinous criminals, and mischevious policemen, I'm having a hard time not giving it to Scott Templeton.
Seriously, frick that guy. He's got a severe case of Punchhisface Syndrome. I can excuse some of the behavior from the other characters due to society, need, or compulsion, but this guy is just a dishonest, self righteous frick.
Sorry if this has been covered. I just finished the series last night and needed to vent about this guy.

I'm only mid-way through season 2 so I'm gonna hafta leave this thread after this comment so I don't see anything, but so far the only character I truly have wanted to punch in the face the whole show is Ziggy

I was gonna say "Sheeeeiiiiiiieeeeiiiit" because I hate corrupt politicians. But Levy probably was the worst. He was definitely just as bad as the murderers and drug dealers, and he was completely safely gaming the system and feeding off of it.

Ziggy was maybe the least likable, but I don't know if most "reprehensible" really fits him. He was just a total frick up. I feel kind of bad for him that he just sucked that much.

Marlo because he didn't play "The Game" the right way.
