Did I tip too much?

Fare was 16.50. Paid (what I thought was) $21. Cabbie says "Oh that made my night man!"
A) People tip like shite where I live
B) I paid more than $21 bc I am drunk and can not count.

That's what I think - guy probably thought he was going to get a $20 - the extra dollar kicker wouldn't have been anything to comment on.
Maybe $25 - that would have been high of 50%, and might have generated a comment.
