Loan to Buy Used Car from a Private Party

I bank with Chase, but I don't think they do loans for purchases from a private party.
Anyone know of a bank that will make a loan like this?

Neighbors and E Federal both cost $5 to become a member. It's frozen in your account and is returned to you when you close your account.

pass the bill of sale and title at the credit union
