I had the same exact problem and confusion when I first tried to get into it on the PS3. The game does a terrible job of explaining what exactly you should be doing and it's easy for other, more powerful players to grief you.

There are deathmatch, races, and "horde mode" style wave "missions" but there are also missions similar to what you play in single player. For example Dr Pepper, me, and another TD poster did a couple of missions last night where we all piled into a vehicle and had to retrieve a vehicle full of drugs to be delivered elsewhere on the map. There are guys to fight at the pickup and they try to stop you along the way.

From what I saw the missions aren't all that fun by yourself but if you mix in other people with the random craziness of the GTA world, it can be pretty entertaining. However, we did still have to occasionally deal with higher level players repeatedly killing us. I don't think there's a fix for that.
