Green US Senator in DC won't help too much either.
Actually, I will take a "green" US senator that is NOT from New Orleans, and is from Baton Rouge, to have more interest in trying to get this off the ground.

A southern loop will do little to keep the truck traffic out of BR
I agree whole-heartedly. We need a northern and southern loop, but the priority should be a southern loop and here's my logic on that:
1. There are many who live on one side of the river but work on the other (for various reasons). Try going to or coming from Brusly at just about any time of the day. LA 1 isn't busy just because people are going to and from Port Allen ;)
2. The brunt of current expansion is moving south along I-10, specifically in Prairieville. Putting the bridge in St. Gabe and running it across to just below Prairieville opens up all that land on both sides of the river for expansion. Just imagine it, being pro-active in setting up infrastructure instead of woefully reactive.
3. Having a southern loop with a bridge at St. Gabe can eventually lead to a 4-laning (or 6-laning) of Nicholson all the way down to give LSU students a whole new route for access (notice how traffic is a little lighter when LSU isn't in session?). This also helps for the trafficpalooza of home football games.
4. The route would eventually continue on to hook back up with I-12 around Livingston, thus giving at least some of the more BR-experienced 18-wheeler drivers a reason for using it.

There needs to be more than 1 loop. They need a northern loop to bypass the city possibly through the old bridge at 190 or the new St. Francisville bridge to use current infrastructure. South bound loop which is the one that is needed most should go all the way to the sunshine bridge with an option to put a new bridge in St. Gabriel in a 2nd phase. This would allow traffic to have many alternate routes and detours to get back to I-10 or off of I-10 due to traffic incidents. 3127 could be taken over further down the road to allow the loop to expand to I-310 giving trucks many routes to Port Fourchon and from plants on the west banks of the river.
The major problem is the pissing and moaning of the businesses of the city of Baton Rouge claiming that diverting traffic away from the city will cripple them.

There will be a study done again most likely.
It'll add to the previous 5 studies they've done....

NO.
Livingston parish NIMBY's (and Central) have come out against the loop, and Ascension, Iberville, and West Baton Rouge politicians only want it if the bridge is in their parish. As it currently stands, Baton Rouge politicians are the only ones that want it. Everyone just wants to bitch about traffic while continuing to allow development with no zoning restrictions or impact fees.
