Ditch bank blades...why do they come so dull?

I've seen them at various stores and they're all dull as a spoon. I really don't have anything heavy duty enough to sharpen them with. What gives?

I don't know when I buy them they are relatively sharp but I always put a better edge on them.
Get a standard single cut metal file for $10 and put a nice edge on them in 20 min or so.

About 15 years ago one of our employees cut his finger while unpacking a new one from the "protective" cardboard wrapping.
Stitches were required - was a "recordable" worker comp injury.
I'm sure other, similar events occurred and have resulted in the dull versions now being shipped.
