No, it's to take away one of Jeb's key constituencies in Florida. If Jeb is to win the Presidency, he has to win Florida. By ending the Embargo, Obama now puts Jeb and the rest of the GOP on their heels, having to explain positions regarding Cuba and forcing them to pick a side on an issue with endless potential to be used to divide the Cuban electorate. No matter which stance the GOP takes, they can be bashed. If they're pro-embargo, they're anti-free trade, pro-communist, and denying freedom and opportunity to millions of people. If they're anti-embargo, they're flip-floppers and the democrats can use the issue as a wedge in the Cuban communities in Florida. If the Republicans can't win the Cubans in Florida, they probably can't win that state. Without Florida, the GOP has zero chance at the white house.

On the geopolitical table, he had the normalize relations with Cuba card showing. It was just a matter of how he played it. It's a counter to Putin in Ukraine, so he plays it sometime after Putin's move. Then Bush declares in FL and the Democrats are needing anything positive they can muster, makes now the correct political move.

It would've probably been too risky before the primaries. I agree with the poster that said this is the time for Obama to try to build his legacy. He hasn't got much else.

Same here. I used to sit in the College Republicans meetings and look around the room and think... what a bunch of wusses. Why am I here?

Frankly I don't see how normal thinking Republicans here don't look at this board and wonder the same thing.

So, in your mind, the ONLY reason he began many months ago to negotiate the prisoner release and begin to normalize relations with Cuba was because of the potential campaign of Jeb Bush? Aren't you too far along into the crazy conspiracy theories there?

You also mention splitting the Cuban vote, which will largely split along the same lines that they did before today. People who were against normalizing relations with Cuba are just more angry today, while Cubans in favor of it will just be happier. Don't think the issue coming to pass will change their vote. Maybe in 4-6 years it will be a non-issue.

As for bashing Republicans who will now speak out against it, that could happen before. Only now Democrats will have to pick a side without simply siding with what the Republicans are saying.
