Best "slam" character in a comedy?

Toby in The Office is pretty great, but he has got to be miserable. There really doesn't seem to be any real reason to hate the guy. He's a bit awkward, but he is a pretty smart employee who has the HR nightmare of dealing with Michael.
I still don't think anyone can beat Gary "Jerry, Larry, etc." Gergich in Parks and Rec. Everyone is absolutely brutal to him. He deserves some of it, but he is the nicest guy. Ultimately, I don't feel bad for him because he married up bigtime.
Any other nominations?

I am not sure if they count, but Bulk in Skull from The Power Rangers were kind of slam characters that throughout the series actually became great characters in their own right.
I always got the impression the Rangers were almost bullying Bulk and Skull instead of teaching them any lessons.

Toby was only slammed by Michael, unlike Jerry/Larry. And Toby would get down whereas Jerry is always cheerful and optimistic. Not sure which is better

Yup. It's tough to choose. I can't decide which is funnier. Comedy is a beautiful thing.

Meg Griffin is the most unlikable to me. I like Toby and Gerry, but I hate Meg. So she is either the worst or the best depending on how you look at it.
