Possible to repair an iPad that was dropped in water?

I know Apple won't, but are there any third-party places that can do it?

It's going to really depend on what got wet. I have repaired a few iPad screens and some of the components inside are replaceable, but a lot it is soldered together and will not allow it to be replaced easily or cheaply if at all.

Pretty much.
If you knew how to crack it open you could try to clean it up with 91% isopropyl alcohol before it gets rusty inside and causes more damage.
It's best to use the swabs made for electronic work but I have used regular q-tips before. Just make sure that if you do this not to leave any of the cotton behind.

I read the iPad Air is a fricking nightmare to disassemble.

I haven't done any of those yet but the regular iPad is a breeze. Most of the time the screen is what needs replacing though so you don't have to be as careful. I imagine it's a little harder if you aren't replacing the screen.

It's an iPad with the retina display. You think a place would charge me a flat fee just to crack it open and discern whether they can fix it or not?

Probably charge you for an hour of time. $40-$50 I would think.
