If the kids are breaking the law, arrest them.
If the driver intentionally hit the police officer, arrest him/her.
Seems like they are breaking the law by not assembling peaceably. Put their arse in jail.

Bull fricking shite... Maybe LEO should look in the fricking mirror instead of scapegoating the WH.
I've said dozens of times, I grew up very close to LEO and I despise most of the community today. Hell, I have friends who are officers and have sat at tables across from others listening to their stories. It's an internal problem, not a perception problem.
