Rank these B1G football programs based on ability to win

Rank the following programs based on ability to win.
consider facilities, fans, recruiting grounds, history, etc. etc.
1. Ohio state----clear leader IMO. best facilities, best recruiting state.
2a. Penn State----I know this is controversial, but a beast mode coach at PSU has a lot more recruiting ground than Michigan. PSU also has the history and facilities to compete.
2b. Michigan-----History, facilities. Can recruit nationally and Ohio.
3. Michigan State---facilities and proximity to Ohio
4. Wisconsin-----Can always have OL. just run a power run scheme.
5. Nebraska----committed to football, good facilities, good history.
I know some will list Rutgers, Maryland, and Illinois due to proximity to recruits, but these schools have not shown they're committed to football and do not have the fanbase to consistently compete.

Leaving out Maryland and Rutgers because I still don't know enough about their programs. Rutgers could be as great as they wanted to be IMO...

Michigan has better facilities than OSU, but I think OSU being in Ohio puts them at 1.

Just curious as to why you guys are rating Penn State below Wisconsin and Nebraska?
I"m not asking a rate the teams as they stand now. I"m asking about their potential.
Penn State is one of the only major schools on the Eastern Seaboard. They recruit Penn, NJ, and NOVA, sprinkle in some OH and they have a damn good football team. A sleeping giant. Picture LSU circa 1999 IMO.
I know the scandal put a black eye on them, but kids are committing to Franklin and they're looking to end up with a top 10 class this year.
Wisky and especially Nebraska can't come close to recrutiing as well as PSU can.

Agreed.
That's why I rated PSU and MICh both #2. I think PSU being near NJ and in Penn is better than Michigan having to share their state with MSU. But Michigan's national perception and facilities are far better.

Flip a coin on the two in my opinion. They are at a dead heat. Michigan recruits nationally, Michigan takes its fair share from Ohio, and Ann Arbor has access to the Detroit area. That's not to say that Ohio State isn't a national program either. I just think Michigan can surpass them on the national level with a competent coach.

Can someone explain to me how you can think Nebraska has better potential than Penn State?

I don't know? There is more to it than recruiting advantages. State College is a very weird place. As an outsider, it gave me an uncomfortable vibe. They place a huge emphasis on football, but so does the Children of the Corn and Wisky. Nebraska does well in the St. Louis and Chicago areas...Wisconsin is Wisconsin. Camp Randall, Madison.....such a great, great college atmosphere. Arguably one of the best. They are always good at what they do. Unlike other schools, I feel as if they don't need access to top quality recruits to maintain success.
ETA: Nebraska is probably the ONLY school that has fired two coaches for going 10-3 and 9-3. I don't think any other university has the balls to do that. They demand excellence. I admire their grit and determination to win.

This was pre-Sandusky scandal...
I'm not sure how to describe it. I've read that some people say Texas A&M is an odd place. Same thing at State College. It was just a different atmosphere...You are in the dead middle of Pennsylvania with noting around it...
You saw what they did after the scandal...the demand for the Joe Paterno statue, etc...people there were delusional...almost a no one comes in, no one leaves type atmosphere.

It sucks watching that weather come up the valley at you and knowing you can't do a damned thing to get out of the way. Was at a game there in the 80's where we started the game in short sleeves and were shivering and getting soaked in freezing rain and sleet by the end of the game.
