Public Water Duck Hunting (not WMAs)

I never realized that Lake Boeuf is not part of the WMA (the lake itself), yet is a public lake that can be hunted. Regular duck hunting rules and shooting hours apply. Are there any other places like this in South Louisiana? What makes Lake Boeuf public hunting and most everything else in South Louisiana Private/Leases?
