App to Manage Raffle Drawings

Hoping someone could point me to an app/program that determines the winner (or winners) of a specialized raffle, but performed by an app/program.
Example: Let's say a school raffles a BMW. People write checks towards the raffle and get 1 chance for each dollar they contribute. Each dollar is assigned a unique numeric number. Then from a random number generator, the program randomly selects a winner.
I DO NOT want to use the old ticket stubs in a barrel method.

if you have some basic programming skills you could write one but i can tell you this is a tricky area..how much would you trust either (a) and app you wrote or (b) something someone else wrote you're trusting to pull it off.
this has lawsuit written all over it..stick to paper :)
you raffling a BMW and you're gonna get some crazy arse suing and yelling and screaming it was rigged.

do a quick google search on the # of lottery/raffles/etc that have used a computer-randomized component and the lawsuits or screams of cheating and you'll probably be happy with good old paper tickets and a hat.
