It's recreational, but there are a lot of restrictions. I think you're only allowed to grow and possess, not sell.

And yes, there are a number of congressmen who plan to oppose it.

So I am watching Colbert while doing homework and am too lazy to research myself but not lazy enough to post on tigerdroppings because, college. Anyways I just saw on Colbert that the community members of Washington DC voted to legalize weed. Is this medical marijuana or is it an across the board legalization such as Colorado? Also how does this affect the passing of federal legalization, when the backyard of the federal government now has legalized weed?

My understanding is DC's legislation is watered down, and you can transfer up to an ounce to another person but can't sell it. Oregon and Alaska will set up regulatory boards for commercial sale.

It is called "Initiative 71" and it passed with 69% approval from DC residents. DC residents and visitors of DC are allowed to:

-Possess up to 2 ounces of marijuana
-Grow up to 3 mature plants and 6 plants total in their residence at one time
-Transfer up to 1 ounce to another person without receiving payment
-Paraphenalia is legal and allowed to be sold in the district

A tax and regulation system within DC is projected to be passed sometime during 2015, effective 2016.
