North Louisiana shouldn't even be considered Louisiana, more like South Arkansas. So no, they should not have mandatory representation.

Well Louisiana gave a big middle finger to the federal government when they extended state waters and opened up state waters year round. So, if you yankees think that's messed up, i'm more than happy to keep you without a voice.

The amendment just guarantees 2 from the north.

I prefer people be appointed based on merit rather than geo-location.
