Depends entirely on the town. Are you really rural, ie, is the 3K population at the center of a larger rural area, or are you 3K people within 30 minutes of a much larger town? Are you talking about 3K people located at an interstate exit or along US 190, or is this 40 miles from nowhere at the dead end of a two-lane road? Consider commercial real estate costs as well.

3K might be the immediate residential population, but you need to consider any drive-by or daytime only additional population.

Small, food-based businesses can be successful in rural areas. LA's new cottage food law allows entrepreneurs to sell food produced in home kitchens to the general public. So custom birthday cakes, cupcakes, or simple baked goods is a potential avenue for micro-entrepreneurs. Small-scale catering is another option, especially if the local/closest supermarket doesn't do party platters or similar.

In short, everybody eats, even people in small towns. Think about custom lunch delivery service...a "sunday supper" service...a "holiday meals to go" option. If your town has no restaurants other than fast food, you might find some willing customers.

Washateria. Easy. Or a Dollar General Store. Or even a seasonal Jackson Hewitt. Payday Lons would be huge as well. Package liquor would do well more than likely.
