Well, for starters at least 2 of those incompletions were throwaways to avoid sacks. He hasn't been taking nearly as many sacks lately, and that is an improvement.
I'm not saying Jennings has been great, but could you please stop using raw stats , with no actual analysis to back up your opinion? Its like saying the economy hasn't improved because the stock market is flat, meanwhile unemployment rates are dropping and housing sales are rising.
