i've seen rotors so bad the fins were showing but this is the first time i've ever seen this.

It varies and it's not by mileage or years. It solely depends on the driver and how much they ride their brakes.
I changed my front brakes at 134K miles and I have 158K on the original rear brakes; I'll probably replace them in the Spring.
