Actually the program that Bush started was totally different. They were walking guns but had RFID chips in them and were trying to use that to track them. It didn't work so well(there were battery and attenae issues) so they shut the program down. DOJ under Holder restarted the program but made no attempt to track the guns. Speculation is they were just hoping for enough carnage to provoke public support for gun control legislation.(Kind of like Biden's hope that someone famous gets shot) When they got caught, I think it was Carney who dishonestly linked it to the Bush program.
