Well, that is sort of two different things. Someone not really knowing every exact driving rule is not really the same as someone with declining motor skills.

Why not every 5 years for everyone. 10 years even, up to a certain age.

People get paid to figure that stuff out. There could be some sort of consensus.

Yes, some people will be offended by the age, but if they are fine, they can just take the test and be done with it.

I am pretty certain the death rate for the young folks is higher than for those old people...

everyone should have to take at least a written test every few years ... and it should be an extremely long test, with about 100 multiple choice questions, and they should range from the obvious "what does a green light mean?" to the more arcane "if you are a woman and you intend to exit a parking lot, is there a legitimate reason you should occupy the entire exit/entrance space, or are you just fricking stupid?" ... an example of a question somewhere in the middle between obvious/arcane is "when there's a green arrow pointing left, are you just too stupid to realize it means you can turn if you are waiting in the left turn lane, or are you just trying to piss off the people behind you?" ...

Fair enough. But I think people generally become apathetic about being alert drivers not long after they obtain their licenses.

Because old people cause them to crash, and old people don't care so they don't get hurt. It's like how drunk people hardly ever get hurt, but the sober people always die.
