And yet businesses are still deciding to want to be annexed into BR.

But that's only if you assume that STG breaking away is a positive for the entire parish, which he clearly doesn't.

Either those properties would end up in St George or annexed into Baton Rouge....one way or another, they would not remain unincorporated, and would come under a municipality.

I think the erosion of tax base out of the parish as a whole is a long term problem that Kip's predecessors may have to face. You'd have to be blind not to see the migration of families into the outlying communities. That hurts Baton Rouge, St George, and every taxpayer within the parish.

If I were Holden, I would not be getting involved with boundary disputes....but I would be fighting like hell to establish new school districts that could potentially stem the flow of moving vans headed towards Livingston and Ascension.

BTW, Kip Holden was in the state legislature when Central first attempted to separate from EBRschools.

Right because it's in the best interest of the business. Just like a school district was in the best interest of the residents of SE Baton Rouge. So after failing to get the school district in 2 successive tries via legislation they took their next best option; incorporation.

Nope. Holden was mayor of EBR when Central incorporated. Holden was elected mayor in November, 2004 and was first inaugurated mayor in January, 2005 and Central was incorporated in July, 2005.

Both sides appear like they want to win in spite of themselves. I live in Texas and I am glad I am not messed up in all of this. It would seem prudent for both sides to allow for a little self government by the unincorporated portions, sharing in the larger parish expenses. I would have to believe just tha ablilty to manage and direct their own school funds apportioned from the same pool would be enough to improve the schools in that area.

Also, for what it's worth, I pay higher property taxes than most of Houston b/c I live in a city with in Houston. It is a much better situation to have a smaller government where you can feel and see your tax dollars doing something. Better police, nicer roads, parks, city improvements. Managed correctly, it is worth it.

I would like to see a parish-wide police force or at least a merger between EBRSO and BRPD but I don't think that would ever happen.

I honestly don't have many nice things to say about law enforcement in Baton Rouge or their leadership.

I see the public school situation as hopeless, but that's not unique to Baton Rouge or Louisiana. Real education reform is a political impossibility. I think the establishment of a new school district would help the maintain the parish tax base, but I fear that the leadership (if you can call it that) within the EBR parish school board would dismantle the magnet program, which is one of their few bright spots.

What I see here is a grassroots movement attempting to change their situation through a democratic process, and some factions within an established government doing everything in their power to legally fight it. Sometimes the democratic process gets ugly.

I think St George schools will eventually happen one way or another.

I don't know all the logistics and specifics of the whole thing, but I do live in the St. George area, and I do have a kindergarten-age son. I want him to have the best education possible, and that's why I am for the proposed new city. I just don't understand the whole bussing-in from other parts of the city.

Meh...I think now that things have started to settle, they can open discussions on what the tax ramifications will be or if they can strike a deal to hold them at current OR LOWER levels.

If so, they could easily decide to stay put. And new businesses would eventually open and create more revenue.

Up to this point, it's all been talk, now it actually can be a reality issue and all parties, including the businesses can see their "bluff" wasn't a deterrent and will want to align themselves with BOTH sides in the fight to make sure they are in the best tax situation available.

There's no guarantee of that whatsoever, but that's exactly what the movement leaders are selling the idea on. The incorporation doesn't guarantee a school district, but if/when they do get one, it'll be quite some time before the schools get built, and even longer before anyone knows how good the schools are. Everyone is just assuming that the schools will be as good as Central's and Zachary's, but there are many reasons why that may not be a reality.

Well, based on the success of both Central and Zachary, and the similar demographics of the intended boundaries, I have faith that the schools would be improved over what they are now.
