Whose fault is this blunder? Game developer or Apple?

So phone games, one in particular I play is Pocket Knights. Three days ago released new content, however, it is not compatible with iOS 8 and now iPhone users who upgraded can not play the game.
Many are blaming Apple and iPhones but wouldn't this be a game developer issue because they didn't test it first?

Both. The new OS should be compatible with older games, but the developer should have tested the game with the new OS.
