They've already cast Dr. Stein, and from the interview I linked above, it'll be Dr. Stein in Ronnie's head.

I meant the episode 8 crossover. Since firestorm is pretty confirmed with stein I guess something happened behind the scenes that we will eventually see. I guess that will give him motivation to go after wells

Yep, it took the first half of season 1 for them to get their formula worked out (although I still claim that the first half of season 1 wasn't all that bad, just not up to the standards they are at now). But the second half of season 1 was pretty good (and I loved the direction they went with the conclusion of the undertaking), and then they hit the ground running with season 2.
I also think that the isolated place that Oliver was in for the early part of season 1 (which was necessary for the character to develop) also had a part to play in the audience not having as invested of an interest in the main character as they did once he started opening his life up to Diggle and Felicity. Flash started out different because the lead character has a much different personality, who was open to other characters in the first episode.
So Flash not only had the advantage of being able to use the successful formula that Arrow has perfected as a basis, and then tweaking it to fit the "lighter" atmosphere that they want with Flash, but it also had a primary character that had a personality that was more open which allowed the audience to better attach to it at a much earlier point.

Slow to start, but once Ollie started to build his team and other heroes began to appear it got great.

A little bit of Deathstroke goes a long way.
I'm good with Thea and R'as being the focus for a while. Plus two Flash crossovers, so the season shouldn't bog down at any point.
