Is this legal? UPDATE in OP

I moved out of my townhouse yesterday and I went to the office to drop off my keys. I had a package from the post office in the office and the manager wouldn't give me my package until I paid the pro rated rent that I owed. I told her I would bring her a money order on Monday ( I haven't written a check in years and they don't accept cash). She said I'm not giving you your package until you pay the prorated rent. Is this legal?

UPDATE--- so, I went to my old complex today with he money order to pay my prorated rent. I asked for my mail package BEFORE I handed the manager the money. She said I'm not giving you your package until I get the prorated rent. I pulled out my phone and I said, "excuse me while I call the post master." She had a nervous look on her face. I explained to the postmaster what was going on and he said put me on speaker phone please. When I put him on speaker phone he explained to the manager what she was doing was a federal offense. She turned bright red of embarrassment. We hung up, she gave me my package, I gave her the money, then I left. Score for me

You can't mess with someone else's mail. That is federal.

If you call her and impersonate an officer to tell her she has to give you your package, I think the two crimes will cancel each other out.

I'm not an attorney though, so. I don't know this to be true.

If you would pay your bills, you'd have your package.

Call the Postal Inspection office and have them meet you out there. Get your mail, leave and mail her the friction' check.
