From everything I have seen and read, it's a great blend of both.

Playing it now. The movement and stealth is nearly identical to Assassin's creed. The combat is like Arkham, but a little more challenging. I thought I had pretty good timing to take on larger mobs, but I've gotten beaten pretty badly the two times I've tried.
