Why are only some football penalties referred to as "personal fouls"?

When really, almost all penalties are committed by one player.
I get that "personal" fouls are usually of the unsportsmanlike conduct variety, but the nomenclature still doesn't make sense.

You've parked in a driveway. You've driven on a parkway. The most preferred pencil in the world is the #2 pencil. And when the naming of penalties in football happened, they decided that certain penalties should be called "Personal fouls," despite all but a handful of penalties occurring on a single-player basis.

Because holding isn't going to be taken personally. But roughing a QB might start a fight.

They are fouls against a person contrasted with fouls against the game.
