that's not "extortion", unless this was about the criminal case also (and we need to know some dates, there)

Read the article. This was 4 days before the media of anyone heard about the case. After his rejection she went to the cops to press the case. This was extortion in my opinion

but hadn't the investigation already commenced? like, i thought the criminal stuff was the next day or that night or very close to the act?

Such threats include the filing of reports (true or not) of criminal behavior to the police After they rejected the offer she went to the police. This sounds like clear cut extortion to me
