A woman struck by a bicyclist while walking in New York’s Central Park four days ago has died, according to her husband, CBS Corp. (CBS) executive Michael Wittman.

Jill Tarlov, 58, of Fairfield, Connecticut, “has been taken from us far too soon,” Wittman, CBS Television Stations’ senior vice president of finance, said in a statement. “On behalf of our family, I would like to thank everyone for their thoughts and prayers.”

Tarlov was hit by a bicycle ridden by a 31-year-old man on Sept. 18 at West Drive and 63rd Street, according to police. She was taken to New York Presbyterian-Weill Cornell Medical Center and in critical condition after the crash. The man was traveling south on West Drive when he swerved to avoid pedestrians and collided with the woman, according to police.

I was wondering what the Political Talk board had to say about this. Technically, these are vehicles that require to training, licensing, or liability coverage minimums to operate on pubilc streets.....and they very clearly can cause serious injury or death in collisions.

Should they be regulated as a vehicle? If not, why?

Oh God please no. Torts still exist to handle this.

These incidents are very rare.

Actually bicycle-pedestrian collisions had become so common in NYC that they have tried to crack down on cyclists who break the law as well as jaywalkers...according to the article posted.

These vehicles technically don't require any training or licensing to operate, and a lot of people who cycle for recreation are novices at best. That's incredibly obvious to anyone who operates a bicycle or an automobile on public roads.

Fast enough to kill a pedestrian apparently. There's been other cases, including a high profile one in San Fran.

Interesting question. I think I still come down on the "No" side of it but with more and more bikes taking to the streets, it's worth considering.

If some clown on the bike falls over and puts a dent in my car, why should I have to jump through hoops to get it fixed? Also, an alarming number of bicyclists don't seem to realize that the rules of the road apply to them, as well.

Obviously, their hypothetical insurance would be a lot cheaper since it's near impossible for a bike to total a car but would any companies want to write policies in that case?

From my experience biking, just about every near miss with a pedestrian is caused by a headphone wearing jackass who weaves back and forth in the lane unexpectedly. A lot of times bikers will try to travel too fast when passing them, however.

I avoid roads as much as humanly possible because I don't have a death wish. But I also live in a place that has plenty of bike paths

So bicycle insurance exists and it's cheap. Perhaps it should be mandatory along with registration and training/licensing.

most cyclists think they don't have to follow traffic laws while wanting traffic to give them the road ... not surprised there's a lot of injuries from cyclists in nyc or other places ...

Cyclists shouldn't carry insurance, but they should be able to be ticketed for breaking traffic laws.

They love to have the best of both worlds, where they have the legal protection of being a vehicle without having to follow the same rules as everyone else.

The average bicyclist isn't necessarily a problem. The "Critical Mass" assholes, however, should get hit by a truck.

This. It's fricking terrible here in DC. They blow through red lights only to almost mow down 10-20 people in the crosswalks

ABSOLUTELY! Because ONE PERSON had an accident we should CERTAINLY force the millions of people get insurance.

Makes complete sense.

his employer should be investigated to find what they did to try to proactively prevent this, and if it is found that no preventative measures were taken, the employer should have to quit their job and/or sell their company, if I understand the narrative correctly

They can be! And often are! (I got one!)

Do you think cops give tickets to every vehicle driver that violates a traffic law?

Cyclists have accidents with cars and pedestrians frequently. Judging from the story posted, it appears that they can cause very serious injury and death in collisions with pedestrians.

Mandatory liability insurance seem justified and logical IMO....along with better training, registration, and more accountability.

When there's a bike lane I stay in it. But I do most of my riding on the numerous trails here in DC where pedestrians are assholes. In downtown I haven't seen many accidents because you can't even ride a bike faster than 5 mph due to auto and pedestrian traffic. Fact of the matter is, all three groups can be assholes. And I guarantee half this board will say we should ride on the sidewalks so they won't have to go less than 20 over while eating a hamburger and talking on the phone
