Home depot usually has a few if just for decoration around the house... if you need a trailer load, check craigslist farm and garden page. A lot of people are selling it right now...

Dodge City Farm Supply on Florida blvd in Denham Springs is the closest place I know of. But to answer your question no I don't know of anywhere in BR to buy hay.
