Well no one really understands how selective service works, although scientists have been studying it for years. Many theories exist that would suggest that jury duty is automatically enrolled upon your first vote cast in an election (given that it was not a gubernatorial election of course). But alas, without proper funding the research required to understand selective service may never be fully realized. So to answer your question, we may never know.
