I think its because he failed his test in the last league year. So the new changes dont actually affect him.

Fourth violation has nothing to do with it because he never tested positive under this new agreement they are about to vote on

You can't just say...oh we suspended you four games last year for a third violation

Then....You tested positive a fourth time but we're going to reinstate you you under the policy....then suspend you another 10 games

Just because Colorado legalized weed, doesn't mean those in jail for marijuana charges get out. Not saying it is right.
