Vacation recommendation

Looking to book vacation for next March. Sister and Brother in law wanting to go. Brother in law has never really been anywhere. We were debating going on a cruise on The Oasis on Royal Caribbean.
Trying to maybe just do a nice all in clusive somewhere or a VRBO with a chef (wife doesn't want to have to worry about cooking/restaurants etc).
Any recommendations? Preferably someplace in the caribbean or maybe Costa Rica.

Wife and I've been there for our honeymoon a few years ago and loved it....I thought about that as well.
We are in our late 30's early 40's , but father and law and mother in law may be coming as well...they are very active though.
Nice places in Mexico, but just worry about going down there.
We are in the Houston area, and trying to keep it around $4k or so total, sister and brother in law are teachers, so don't have our OT baller money.

You should be able to swing an all inclusive in the Caribbean for 2k per person. I'd much rather that over a cruise. I'd actually rather finding my own meals wherever I stay, but that doesn't seem like an option for you.
