Homeless guy in walker

Anyone who lives in walker or this part of denham has to have seen this guy walking on 447 or in Winn Dixie. Anyone know his story. He is always wearing some strange getup and walking with full rain gear in and a big hat.

I've seen this guy nearly everyday. It's interesting. Not sure if he's homeless, or just simply walking everywhere. I mean he doesn't really beg or anything like that.

I don't know but 2 days ago when it was raining, i saw a young girl walking in the rain on 447 wearing a sleeveless t-shirt and no bra. She was covering her tits with her arm. She actually looked somewhat decent, which confused me.
She looked good enough to the point that i'm surprised i haven't heard a report of a girl being raped in Walker recently.
