The "racial impact" on the war on drugs.

I will agree thT the usage stats don't match the arrest/conviction stats, but here's a question (that is probably non PC):
How much of the racial impact is due to stupidity (smoking in public or dealing to strangers) vs not patrolling as much in white areas?

Rand Paul asserts that the "racial" disparity of arrests vs usage is simply caused by the fact that it is MUCH easier to patrol inner cities than cookie cutter suburbs. I agree with him.
White people overwhelmingly live in suburbs, and governments don't invest as much in police force in the burbs as they do in the cities.

the amount of non-drug crime, namely violent crime, is a big difference. you will have more cops where you have more violence

I agree with tha fact, but how many "suburban folk" do you think deal on the street (like an idiot) vs "inner city folk"?

there's no need for that type of police presence in the suburbs. 364 days out of the year you could probably set up a weed stand in my neighborhood and get away with it

Wouldn't that mean that most whites arrested in the south is for meth? So wouldn't it go both ways?

He's not saying all blacks are stupid. But let's be honest, most of your inner city thugs who deal with drugs aren't Rhodes Scholars. The racial impact is due to overall higher crime in inner cities leading to more cops in the area. Also it seems few white people deal drugs...if they do it's on a large scale and they don't touch it but rather have people work for them to distribute. Cops tend to target those who deal rather than use, so they look for dealers on the corners and such or find out information off the streets about who deals.

A lot. Whites are a lot more discrete. They are careful who they let know about their usage and as a result there is less snitching. I've been close to narcotics divisions of law enforcement agencies and the info on black users, dealers, cooks, etc is constant. With whites it's usually the same few people over and over (the dumb ones)
Also, it only takes a few traffic stops in the right area before you find one with a rock, pipe, roach, etc. Seems most whites don't just ride around dirty like that.

There is a Meth and heroine epidemic going on in this country, and the majority of those who are strung out are white people. I would be willing to bet a large number of those people buy from friends or fellow users, who themselves are overwhelmingly white.
