So, the weather was nice and the Triathlon was swimming across from my house on the lake. So, Zach decided to lay out and read some newspapers from last week while the dogs barked at the swimmers.

Lo and Behold, I come across an article in USA Today in the 50 state section that says East Baton Rouge Parish Schools have made lunch free for everyone.

IE, if you are a millionaire you don't pay for lunch for your child.

Hell, when I went to elementary school back in the day in New Iberia I had to pay a friggin' dime for lunch. And that was subsidized by the free milk.

Can't these EBR students at least pay two bits?

Its still not free.

That millionaire was covering 50 other lunches. Letting them come to the party they were forced to host is the least we should do

I think the idea is to eliminate the administrative costs of determining who qualifies for free, who qualifies for reduced price, and who doesn't qualify for assistance at all.

I doubt there are that many millionaires suddenly getting a free lunch, and it's cheaper to just pay for those few kids than it is to pay employees to handle the qualifying paperwork for the whole district.

I'm pretty sure the lunches are only free for the students. Only a partisan hack would have a problem with this.

I don't think this is the motivation at all.
Free lunch numbers determine federal aid. The more free lunch students you get the more you qualify under Title I funding for 'disadvantaged schools.'

It's much easier to count free lunch students than to audit parent's income tax forms. Free lunch fraud has been going on in public schools all the way back to Jimmy Carter.

But this is the first time I've heard of an entire district saying "We are all poor."

I don't think there is anything partisan or hackish about holding a firm conviction that if you are incapable of holding a job that can feed your children then you certainly aren't responsible enough to go around sowing your seed and creating a burden on society to feed them.

In my best Merle Haggard voice:

Are we rolling down hill
Like a snowball headed for Hell?
With no kind of chance
For the Flag or the Liberty Bell

Wish a Ford and a Chevy
Could still last ten years, like they should
Is the best of the free life behind us now?
Are the good times really over for good?

Millionaires don't send their kids to public school in Baton Rouge.

Courtesy of a new "regulation" (not law) passed by the US Department of Agriculture.

Dallas public schools have been doing this for over a year now.

Zach, how do you propose poor kids in EBR eat without the free lunch? It's less than half a percent of the school district budget, anyway

Job and drug free household would go a long way.

Nope. But how long do you want to throw good money at it without some forced responsibility?

Yep, and East Baton Rouge Parish School System isn't the only one in LA doing it. For those interested in the local (BR) news coverage on the story:

LINK

LINK

The 2nd link talks about how other school districts may qualify (have at least 40% of its students participating in the food stamp program), but they have to apply and be approved by the LA DOE first.

As for Title 1 qualifications, there were some reservations about participating because of fear they might LOSE those federal dollars.

quote:

Some school districts across the country have held off pursuing community eligibility because of concerns about losing funds from the federal anti-poverty Title I program, which relies on income surveys parents traditionally fill out to qualify for subsidized meals, and other programs that rely on such information.

To overcome that problem, East Baton Rouge is shifting the questions on its meal survey, called “Application for Meal Benefits,” to a new form known as the “Title 1 Data Form.” Mann said only students who don’t receive food stamps, or are otherwise not identified, will have to fill out these new data forms.

Government involvement:

Lunch is currently $2.25 per meal in Baton Rouge elementary schools, and $2.50 a meal for middle and high schools.
